Take a Number and Get in Line
New York State has resorted to holding state income tax refunds until after April 1st. The state only allotted $900 million to be paid in refunds for the previos fiscal year which ends before April. Since that amount has already been paid out in refunds to very early filers, anyone else expecting a refund can expect it after April 1st. The Conservative Party in New York is upset by the fact that late taxpayers have no such delay tactic and would be penlized for a late tax payment.
I find it a little disturbing that we have a first come, first served refund system now. First they tax us too much, now they want to put off the bills til next fiscal year.

I dont mind that it be a little late, as long as they get the state budget done on time. There excuse probably includes the state budget and thats the reason for holding it off, but yes there is some sort of error there.
If they were smart, they would have left aside all the taxes that were sent to them plus some extra. Instead they only take a small amount and make us wait, either was it sucks.
